Why does this personally affect you if you're still able to have 200 population in your matches, while those of us who would like higher caps have that option as well? Personally I enjoy larger battles and seeing streams where half of that 100 population is villagers and not your military is a huge turn off for me and I know I'm not the only one. It also provides addition codes to use in the console.
